U.S. President Donald Trump has released a long-promised 1.5 trillion U.S. dollars infrastructure initiative.

The plan aims to rebuild the nation's outdated roads, railways and other public works.

The 53-page document details Trump's plans of how to fund the investments, shorten project permitting time, remove regulatory barriers, help rural areas, and improve worker training.

SOUNDBITE(ENGLISH): DONALD TRUMP,
"I am asking both parties to come together to give us safe, fair and reliable and modern infrastructure that our economy needs and our people deserve."

At the core of the plan is funding.

The federal government will provide 200 billion dollars in the next 10 years to spur another 1.3 trillion dollars contributions from states and private investors.

SOUNDBITE(ENGLISH): DONALD TRUMP, US President
"Tonight, I am calling on Congress to produce a bill that generates at least 1.5 trillion dollars for the new infrastructure investment that our country so desperately needs. Every federal dollar should be leveraged by partnering with state and local governments. And we will appropriate tap into private sector investments to permanently fix the infrastructure deficits and we can do it."

Trump's infrastructure plan comes on the heels of a 1.5 trillion tax cut bill and a budget deal that will increase federal spending by 300 billion dollars over the next two years.

SOUNDBITE(ENGLISH): DONALD TRUMP, US President
"America is a nation of builders, we built the empire state building in just one year. Isn't it a disgrace that it can now take 10 years, just to get a minor permanently approved for the building of a simple road? "
