Merkel on Friday said a price for CO2 emissions stimulates innovation, stressing that there was no free way to protect the climate.
German officials are currently working on a comprehensive package to speed up Germany's climate protection measures.
Those details will be presented on September 20th.
Merkel admitted that Germany is not on track to reach its national emission targets, which call for the country to reduce its greenhouse gas emissions by 40 percent compared to 1990 levels by 2020.
According to official reports, Germany will only have reduced greenhouse gas emissions by 32 percent by that time.
